The Municipal Building, long used as the public library and District 11 Police Station, had been closed in the 1970's and subject to several fires in the early 1980's. Of historical significance is that this building held the first branch public library in the United States.

Fields Corner CDC approached the City of Boston about bringing this property back to its former glory which was an example of late Victorian Architecture. City plans to raze the building were blocked in court by the Fields Corner CDC.

Subsequently an intricate package of financing to rehabilitate the property was brought together by the Fields Corner CDC, who acted as developer on the construction. The property reopened in 1985 with 13 units of affordable rental housing on the second and third floors and commercial space on the first floor. Additional funding was required to renovate the old jail in the basement to a space suitable for a restaurant. The property has been placed on the National Historic Register and has won an award from the Victorian Society for the quality and rehabilitation work.

In 1992 the building was renamed in honor of Patricia Egan, a prominent Fields Corner community activist and founding President of the Fields Corner Community Development Corporation

A slumlord passed away in 1996, owing a monstrous mortgage on this property and $300.000.00 in back taxes and water bills. By any standard this 24-unit property was bizarre.

On August 5, 1999 neighbors joined with the city and business leaders to cut the ribbon on this newly restored, multifamily property. It was proof that no problem property in Boston is beyond repair given adequate creativity and cooperation.
